The Housing Choice Voucher (HCV) program is the main form of Section 8 help for renters in private apartments and houses. HUD funds it; Public Housing Authorities (PHAs) run waiting lists and payments in each area.
What the voucher does
- You pay a tenant share toward rent and utilities (Total Tenant Payment).
- The voucher pays the landlord the rest, up to the local payment standard (based on Fair Market Rent).
- You choose a unit that meets PHA rent and inspection rules.
